It's not quite accurate in my case... I hardly do play games these days, and I'm not really a power gamer. I'll search for items that give me a better hit chance in a game, but that's only because as you go further the game(s) get tougher. I won't cheat, because then I know I can't beat the game fair and I don't like that feeling... and I want to finish the games I play without cheating, no matter how hard it gets. (I could give you an example but not here and I haven't played that game in several months and still haven't finished it (well... the add-on actually since I have finished the main quest)).
